Microbiology Standards

This document defines the microbiological limits for Dinweys frozen french fries, sampling protocols, testing frequency, positive release procedures, environmental monitoring targets, and corrective actions for out-of-spec results.


Microbiological Limits

Positive Release Protocol

Key Insight: Frozen storage (−18°C) does not kill bacteria — it only stops growth. Salmonella and Listeria survive freezing and remain viable for the full 24-month shelf life. A pathogen-positive finished product is a critical food safety event regardless of storage temperature. This is why environmental monitoring in the post-blanch zone (where no further pathogen kill step occurs) is more important than final product testing.


Significance of Each Microorganism in Frozen French Fries

Total Plate Count (TPC)

Aspect Detail

Impact of blanching Reduces by 3–5 log (should be < 1,000 CFU/g after blanching)

Why 10,000 CFU/g limit? Industry norm for frozen vegetables (Codex, EU, China). Higher counts suggest processing hygiene issues, even if pathogens are absent.

Staphylococcus aureus

Aspect Detail
What it indicates Personnel hygiene failure — S. aureus is carried in nasal passages and on skin of 20–30% of healthy adults
Risk Enterotoxin production requires > 10⁵ CFU/g. The 1,000 CFU/g limit provides a 100× safety margin below enterotoxin level
Control Glove policy + handwashing + no production staff with active skin infections
Frozen survival S. aureus survives freezing; enterotoxin is heat-stable and survives frying

Salmonella

Why present in raw potatoes? Soil, irrigation water, bird/animal droppings in fields
Interventions Blanching (CCP 2) at 85–95°C × 3 min provides > 5 log reduction
Post-blanch contamination Via raw/clean cross-over (air, people, equipment, condensate)
Absence in 25g Regulatory requirement in all major markets (China GB 29921, EU Reg 2073/2005, US FDA 21 CFR 120)
Recall implication Positive finished product = Class I recall; regulatory notification required

Listeria monocytogenes

Aspect Detail
Why a concern? Psychrotrophic — can grow at refrigeration temperatures (growth as low as −1.5°C, albeit slow). Ubiquitous in wet food processing environments
Frozen survival Does not grow at −18°C but survives throughout shelf life
Post-blanch risk No kill step after blanching — this is the critical window. Any Listeria introduction leads to finished product contamination
Environmental monitoring The best defense is environmental swabbing (see Environmental Monitoring below)
Regulatory limit EU: Absent/25g (for foods intended for infants/medical purposes — includes ready-to-cook frozen fries? Interpretation varies by member state). China GB 29921: Absent/25g. US FDA: zero tolerance in RTE foods

Bacillus cereus

Aspect Detail
Source Soil — commonly present on raw potatoes
Interventions Spores survive blanching (100°C for 10 min needed to kill spores)
Risk in french fries Low — product must be cooked (frying) before consumption, which inactivates vegetative cells
Concern only if Improper thawing + temperature abuse before cooking

Yeast & Mould

*Note on EU Listeria limits: EU Reg 2073/2005 differentiates between RTE (ready-to-eat) foods. Frozen french fries are not RTE — they require cooking. However, some member states apply strict absent/25g as a best practice. Buyer requirements may override regulatory minima.
